The Children’s Bureau issued the Program Instruction for the Supporting Foster Youth and Families Act Program Instruction on March 9th. This document is crucial to the effective and quick implementation of the older youth provisions of the law. On March 24h, 2021 FosterClub and Juvenile Law Center with Youth Villages provided a second summary of the older youth sections of the PI highlighted key areas to support the implementation of the law.

1) Children’s Bureau Program Instruction ACYF-CB-PI-21-04 which provides guidance and instruction related to the Supporting Foster Youth and Families through the Pandemic Act, Division X of the Consolidated Appropriations Act, 2021, Public Law (P.L.) 116-260, enacted December 27, 2020.

2)FAQ for the Older Youth Provisions of DIVISION X of the Consolidated Appropriations Act, Supporting Foster Youth and Families Through the Pandemic Act this FAQ was developed by a group of advocates. 


The Supporting Foster Youth and Families through the Pandemic Act (H.R. 7947) became law as part of the Consolidated Appropriations Act on December 27, 2020 (PL 116-260). This law is intended to bring significant emergency relief to young people in and from foster care. Young people in and from care were instrumental in the passage of this law and it is critical that young people are involved in the implementation process.
